Chard, etc are market makers so they essentially buy new from manufacturers such as the Royal, Perth, Australian, Canadian, US, etc Mints as well as some of the private firms that manufacture bar like Pamp, Engelhard, Heraeus, etc. As market makers they also purchase and resell second hand bullion from auction, dealers and individuals.
